Spotlight on Carrier Resource for the Controlled Substances/Alcohol BASIC

The Safety Management Cycle (SMC) is a useful tool for identifying and addressing safety and compliance issues. In the spotlight this week is the SMC for the Controlled Substances/Alcohol Behavior Analysis and Safety Improvement Category (BASIC). This resource suggests actions in each of the six operational areas that carriers can take to work towards reducing or eliminating violations by creating or improving their safety management controls.

The SMC for the Controlled Substances/Alcohol BASIC includes recommendations such as establishing written policies and procedures that promote, verify, and enforce adherence to all controlled substance and alcohol rules and regulations. Another action a carrier may want to take is conveying expectations to all applicable staff for adhering to controlled substance and alcohol regulations and to company policies and procedures.

Hazardous Materials Compliance BASIC – Safety Management Cycle Online Now!

This week, the Federal Motor Carrier Safety Administration (FMCSA) is drawing attention to the Safety Management Cycle (SMC) that helps identify and address safety and compliance issues related to the Hazardous Materials (HM) Compliance Behavior Analysis and Safety Improvement Category (BASIC).

The SMC for the HM BASIC suggests actions that carriers can take to identify the root cause of safety issues, establish and improve their safety management controls, and reduce or eliminate violations. For instance, new hire and refresher trainings are effective ways to communicate company policy and expectations about how to safely transport HM cargo. Also, implementing a disciplinary policy where high-consequence incidents result in stringent disciplinary action can help provide incentive to make every effort to follow company policy.

Are The CSA’s BASIC Scores Worth The Paper They’re Printed On?

 
 

Earlier this month, the American Transportation Research Institute published its report examining the correlation between a motor carrier’s Compliance, Safety and Accountability scores and its actual rate of crash involvement. It determined that two of the five BASICs fail to correctly indicate a carrier’s crash risk. The Controlled Substances and Alcohol BASIC and the Driver Fitness BASIC are the basics in question.

The ATA pounced on the report, saying ““ATA has been supportive of the objective of CSA – to reduce commercial motor vehicle crashes, injuries and fatalities – since the program’s inception. However, ATA has significant concerns with the program in its current form.”

Read the Driver Fitness BASIC Factsheet on the CSA Resources Page

The Compliance, Safety, Accountability (CSA) Website now features the Driver Fitness Behavior Analysis and Safety Improvement Category (BASIC) factsheet. This new factsheet is one in a series to better educate motor carriers, commercial motor vehicle drivers, and other industry stakeholders on CSA’s seven safety categories. Motor carriers and drivers can access this factsheet, as well as the other BASIC factsheets, on the Resources page.

The Driver Fitness BASIC factsheet focuses on drivers and their operation of commercial motor vehicles, including their driving, training, and medical qualifications, as outlined under the Federal Motor Carrier Safety Regulations (FMCSRs) Parts 383 and 391. Motor carriers and drivers can refer to this factsheet for additional information regarding what documents associated with this BASIC to keep in the event of a safety investigation, such as annual reviews of driving records, and how to proactively address driver fitness-related problems.

Uncover More Facts about the Cargo-Related BASIC in this New Factsheet!

The Compliance, Safety, Accountability (CSA) Website now features the Cargo-Related Behavior Analysis and Safety Improvement Category (BASIC) factsheet. This new factsheet is the sixth in a series of seven to better educate motor carriers, commercial motor vehicle drivers, and other industry stakeholders on CSA’s seven safety categories. Motor carriers and drivers can access this factsheet, as well as the other BASIC factsheets, on the Resources page.

This week the Federal Motor Carrier Safety Administration is focusing attention on the Cargo-Related BASIC factsheet, which addresses the proper prevention of shifting loads, spilled or dropped cargo, overloading, and unsafe handling of Hazardous Materials (HM), as outlined under the HM Regulations and Parts 392, 393, and 397 of the Federal Motor Carrier Safety Regulations (FMCSRs). Motor carriers and drivers can refer to this factsheet for information regarding the types of documents associated with this BASIC they should keep, such as HM incident reports, and for information about how to resolve cargo-related problems.
